What is Web Accessibility?
Web accessibility means that everyone, including the elderly and people with disabilities, can easily use the information and functions provided on websites, etc. (From the Ministry of Internal Affairs and Communications' "Public Website Operation Guidelines for Everyone (2024 Edition)").
In recent years, websites have become increasingly important as a means of providing information, and it is becoming increasingly important for everyone to be able to access the information they need, regardless of their age, disability, device, or environment.
In April 2024, amendments to the Act on the Elimination of Discrimination against Persons with Disabilities will make it mandatory for not only government agencies but also private businesses to "provide reasonable accommodation," making consideration for web accessibility an even more important social responsibility.
Dementia care basic training e-learning information site initiative
The Dementia Care Basic Training e-learning information site is designed with accessibility in mind so that all users, including the elderly, people with disabilities, and foreigners, can easily obtain information and complete procedures.
In fiscal year 2025, we conducted a third-party evaluation based on WCAG 2.1 (Web Content Accessibility Guidelines 2.1), an international web accessibility guideline, with the goal of achieving conformance level AA.
Web Accessibility Policy (Future Goals)
1. Scope
This applies to web pages on the Dementia Care Basic Training e-learning information site (https://kiso-elearning.jp/) that use the template function of a CMS (content management system).
However, the following items are difficult to address and will therefore be excluded from this policy for the time being.
- (1) Web pages created without using a CMS
- (2) Content using Google services
- (3) PDF file
- (4) Video and audio files
2. Items excluded from the scope
The following items will be excluded from the Web Accessibility Policy (future goals), but we will consider the timing and methods of achieving them in the future.

- ・Ally Web Accessibility Tool (external site)
- ・ReadSpeaker reading tool (external site)
3. Target Conformance Level
Aims to achieve WCAG 2.1 conformance level AA
*Under WCAG 2.1, a site is deemed "compliant" if all success criteria are met, so this site will undergo continuous improvement based on the premise of gradual improvement."WCAG 2.1 Japanese Translation (Original Guidelines)" (Opens an external site in a new tab)This is based on the notation specified in.
4. Deadline to achieve your goal
Until the end of December 2026
*We will continue to maintain the standards achieved even after achieving the target.
